You are looking at one G.I. Joe 30th or 50th Duke mold Pre Production or Prototype in unreleased colors.
A handful of these came out of China about a decade ago with no information about where they were intended to be released. It's the same mold as the Toys r Us "mustard" Duke but molded in a different, more beige color. The head is painted with gray hair, leading me to think it might have been intended to be a General Hawk. .
Acquired about a decade ago from my contact in one of Hasbro's overseas factories.
