This Batman action figure doesn't seem to have the chest sticker. It looks to have come out of the factory just as shown in the photos. It is sealed all the way around except for a tiny hole by the foot, which doesn't look big enough to have had the sticker go through it. See last photo. So i dont know if it is an error or not. This is how i found it.
